Answer from Transport Department today in response to questions raised by an owner some weeks ag and after :

We refer to your email to the Commissioner for Transport on 7 February 2022 regarding the subject matter.
The Transport Department (TD) has in-principle agreed Hong Kong Resort Company Ltd. (HKR)’s proposal in 2014 for allowing access by urban and Lantau taxis to the Government, InstitutionalCommunity, hotel and commercial developments in Yi Pak, Discovery Bay (DB). The agreement is subject to the condition that HKR will complete and comply with installation of access control facilities (such as drop-bars and guards) to restrain access by taxis, and maintaining proper control and management of the access of taxis after implementing the access proposal. As it was observed during our site visit conducted in mid February that some of the access control measures for taxis (including the guards) have been removed without prior consent, TD has requested HKR to reprovide the access control and management measures to restrain access by urban and Lantau taxis to the area beyond Yi Pak in DB.
In light of the current epidemic situation, the Government has set up a designated taxi fleet (designated taxis) to provide patients with free transport services between the designated clinics and their residences for appropriate infection control arrangements. In response to DB residents’ request reflected by HKR, TD has temporarily rescinded the taxi prohibited zone in DB for allowing designated taxis to provide direct transport services for patients in the area. Nevertheless, HKR has been requested to control the taxi entry in DB.
Thank you for your concerns on the traffic issues in Discovery Bay.
