During the last 3 years of Covid, there have been sporadic VOC meetings, COC meetings and the all important COC’s Financial Sub-Committee meetings
At a recent Financial Sub Committee meeting the Hillgrove Chairman was found to have NO VACCINATION RECORD and was unjustifiably asked to leave the meeting and accepting to leave under threat of the meeting being closed in the interests of the other attendees. Subsequently City Management assumed a ‘house rule’ which effectively adopts the rules applied to say, restaurants, bathhouses and night clubs etc, but interestingly not to the Immigration Department or dentists. !!
A notice (shown below) was subsequently posted at the office entrance and later a vote approved the action at a COC meeting. It seems that enough members were mislead.
The Hillgrove Chairman, is amongst the one in ten Hong Kongers who weighed the risks, accepted the exclusion from restaurants etc. and who are identified on the LHS app by a red scan indicating NO VACCINATION RECORD.
Following the introduction of the “house rule” the Hillgrove Chairman cannot chair the VOC, or attend any meetings at the Office Centre. Hence the Hillgrove VOC Meeting wiil be held in the lobby of Brilliance Court. We are fortunate to have the full cooperation from an experienced and professional Estate Manager, Steve Kwok,,who was recently allocated to Hillgrove Village.

The Hillgrove Village Owners’ Committee has been in dispute with CM in recent years over management fees (uncollected for 19 years). The Hillgrove Chairman has spearheaded the VOC’s attempts to push CM’s senior management to act properly according to the PDMC and has become unpopular with CM and HKR in the process. There is no reason why a NO VACCINATION RECORD committee member should present any more infection risk than any other member.
It was pleasing to see that around seven Hillgrove VOC members and owners attended as observers when the vote was taken at the start of the COC meeting. Evidently they have all been vaccinated !!!
