There is doubtless scope for improvement in the management at City level, possibly even in the management of the recently developed estates, but for sure the management of the Hillgrove estate seems to have been particularly neglected..
In the brief periods when CM has provided Hillgrove Village with a full-time estate manager as agreed in the budget, and that estate manager has sincerely aligned objectives with those of the Hillgrove Village Owners Committee, owners saw the beginnings of progress towards a higher standard of maintenance, prompt response to problems arising and the rapid introduction of low-cost improvements.
The members of the VOC have remained substantially unchanged since 2015 and the VOC has met many more times than the stipulated minimum of 6 times per year, especially during the period of the renovation.
Even following the renovation project, which was managed competently by CM, we have not yet seen the “glamour”, “brilliance”, and “elegance” that your VOC strived for.
The glaring disappointment is the fence, which was paid foreign the renovation fee but is not progressing:

Hillgrove owners need to understand that the VOC is a vital for a well run village but the present committee has not been the limiting factor – the shortcomings have been entirely due to the shortcomings of DBSML.

If properly implemented we can expect the Government’s recently introduced Property Management Services Ordinance [PMSO] and its associated Authority [PMSA] to cause DBSML to provide Hillgrove Village with a better service.

We know that DBSML is a subsidiary of HKRI and most VOC members are convinced that DBMSL have been influenced by their parent company against the best interests. of the village (In this respect it is worth reading the PMSA Code of Conduct Code: C6/2021)
The good news for both village owners and DBSML, is that HKRI have shown us that high standards of maintenance and management can be achieved in Discovery Bay -we see high standards everywhere:; the new shopping mall; the Auberge, the Resident’s Clubs and the Lantau Yacht Club: and recent residential developments.
in mid 2023, DBSML must be licensed under the Property Management Services Ordinance. This means that Discovery Bay Village Owners Committees will be able to offer an alternative way of representing the villages. There will be a place where complaints can be lodged by the owners committees and individual owners. (In this respect it is worth reading the PMSA Code of Conduct Code: C2/2021)
