55 QUORUM LIST
–

Most of the current members of the Village Owners Committee were elected in November 2015 and this includes me. Some members go back even further and a few joined later
I will step down (or resign !!!) as Chairman at the next Village Owners Meeting, but I am willing to stay on the committee to provide support to the new chairperson and assist with continuity.
The purchase of the Hillgrove Village laptop computer (above) was unanimously approved by the committee and its objective is to provide the new committee easy access to records collected over the last seven years.
Not only will there be a dedicated laptop to hand over at the Owners Meeting, but the VOC recently created its own website (currently under construction), which will provide some interactive features. One important feature is that all owners can read the latest, and archived VOC and COC minutes, from their desktop, tablet, or smartphone. The website will provide a platform for more effective communication between village owners and their committee leading to better representation to local estate management and the city owners committee.
The following link is an example of what can easily be made available to all owners and is already hosted on the website:
In the future, the QUORUM LIST communications will be reduced to an email alert with a link to our website and the website text can be read in Chinese or English.
Nonetheless, next week, I will send 56 QUORUM LIST summarising this committee’s achievements and some unexpected difficulties encountered over recent years.
Clearly, the owners have not been as connected as they should have been to their representatives and vice-versa.
I will use the official notification of the forthcoming Owners Meeting to ask ALL OWNERS (especially absentee landlords) to volunteer their contact details to the Chairman. City Management is not providing this due, they say, to Data Privacy laws.
Absentee landlords, in particular, have even less chance of being properly informed as the QUORUM LIST messages rarely reach them.
At one time the emails in the QUORUM LIST numbered 120 (there are 378 apartments) but with owners selling we are now down to 84 at last count (the quorum for the Village Owners Meeting is 76). At the last Owners Meeting, we missed the quorum by a small number. May I ask the readers of this message to share this and encourage other owners to get their contact details (name, email, unit) to me, so that they can be briefed at all times?
Ed Rainbow
Hillgrove Village Owners Committee Chairman
